When call screening is enabled the caller must record their name before being connected. This allows the receiving party to hear who is calling and decide whether to take the call, send the caller directly to voice-mail, or send the caller to a torture message. The torture message is a nonsense message with very loud annoying screeching. This is used to deter harassing phone callers.
